Liberal leader Mark Carney defended Liberal incumbent Paul Chiang Monday when asked why he had not yet removed the Toronto-riding candidate, after he made “deeply offensive” comments suggesting Conservative rival Joe Tay should be turned over to the Chinese consulate to collect a $183,000 bounty placed on him by Hong Kong police.
